Political/Citizenship

The political scene, is, of necessity, an important area of interest to caring youth service providers. Legislation is the source of mandates or entitlements underlying major services. Budget allocations determine in many cases whether a need is met or which need among many is chosen. Regulations to implement legislation also play significant roles.

Youth service personnel need to be as familiar as possible with the legislative, budgetary, and political processes in order to actively advocate for youth. It is a truism that youth themselves are poorly represented all along the decision-making road.

COUNTY EXECUTIVE

As mandated by the Charter, the County Executive is elected from the County at large for a term of 4 years. The duties subject to the provisions of the law, are to supervise, direct and control the administration of all departments of county government. Subject to the confirmation by the County Legislature, he shall appoint the head of each County department and members of the County Boards and commissions, who shall serve at his pleasure, except as otherwise may be provided by law.

The Rockland County Legislature consists of twenty one (21) representatives elected at large in each of Rockland's five Towns. The number of representatives for each Town (District) is proportionate to population. The Legislature is responsible for the approval and funding of all County Programs and the adoption of all Local Laws.

The adoption of Programs or County Policy is expressed through Legislation in the form of Resolutions or Local Laws. These are initiated through the County Executive's Office, reviewed in the Legislative Committees and then voted on by the full Legislature. After a Resolution or Local Law is adopted by the Legislature, the Executive either signs or vetoes the legislation proposed.

VOTING

Youth who are 18, US citizens, and have been residents of Rockland County for 30 days before an election are entitled to vote. They must register in advance. To register call or go to the Board of Elections to get a registration form. The filled-in form can either be mailed in or brought to the Board of Elections.

DRAFT REGISTRATION

The law requires that all males, when they reach their 18th birthday, register for the draft within 30 days. As of March 1995, there is no draft. However, if there is, and a person is drafted, only 10 days are available for appeal. Register at local post offices.

MOTOR VEHICLE REGISTRATION/DRIVER'S LICENSE

Motor vehicles to travel on public roads or property must be registered; those who operate them must be licensed. Mopeds and motorcyles are included in this category. Dirt bikes, motor scooters, mini-bikeds, and go-carts cannot be registered in NYS and therefore cannot be driven legally on public highways.

To drive a motor vehicle, one must own a driver's license. In NYS, a person must over 16 years of age and pass a driver's test to secure a license. Even with a license, there are restrictions until one reaches 18.
