The Youth Bureau is a public planning, funding, advocacy and coordinating agency for youth and family programs in Rockland County. It is responsible for maintaining current information on youth needs, helping enhance communication and collaboration among youth service agencies, and allocating state funds.

The Youth Bureau supports a variety of contract programs designed to provide quality, comprehensive services to Rockland's children & youth. In addition, the County Youth Bureau coordinates all youth services in Rockland and serves as an information and referral center. The staff provides technical assistance to organizations and municipalities in the areas of program development, program management, monitoring and evaluation, financial planning and how to access public and private funding.

The Rockland County Youth Bureau administers New York State Division for Youth funding in three categories:

Youth Development Delinquency Prevention (YDDP): This is 50% reimbursable funding for recreation and delinquency prevention programs. The agency or municipality must supply the match.

Special Delinquency Prevention Program (SDPP): This is 100% reimbursable funding for delinquency prevention programs targeted for youth. Program must be operated by a community based organization.

Runaway & Homeless Youth Act (RHYA): Program must be run by a community based organization. Agency receives up to 60% of cost for runaway & homeless youth services from N.Y.S. Division for Youth, 20% from the county & 20% match by the agency.

To be eligible for funding an organization must be incorporated as a not-for-profit agency under the laws of the State of New York and have tax exempt status in accordance with the Federal Internal Revenue Service Code.

Organizations seeking Youth Bureau funding must respond to Request for Proposals (RFP), issued by the Youth Bureau in early spring for the following year's funding. This is an open and competitive process.

All applications for funding must be approved by the Youth Bureau Volunteer Board of Directors, the County Legislature & the New York State Division for Youth.

Since 1994, the Youth Bureau has administered the County funded Youth Employment Program. Through this program, private, public, not-for-profit and municipal agencies are offered the unique opportunity to reduce their annual labor costs by providing employment opportunities for eligible Rockland County youth between the ages of 14 and 21. All youth participants are mandated to attend 8-10 hours of pre-employment training prior to being placed at a job site. All services are provided through the Youth Bureau free of charge.
